Not necessarily. That originated because Romilda Vane was asking harry if it was true that he had a hippogriff tattooed on his chest, but she said she told her it was a Hungarian Horntail (she also mentioned Ron having a Pygmy Puff tattoo, but she "didn't say where"). So either Ginny lied to Ron about the tattoo or Ron was just kidding. Though I think it's likely that Harry and Ginny did have sex when they were at Hogwarts, but since children read the books, it obviously wouldn't be mentioned.
